Now we learning a photoshop tutorials, how to make colour love with photoshop and its the final result :

Start a new document in Photoshop, and fill the background with #0b5793 blue color

Use the brush tool with a bit lighter color #1a92e3 and make a radial gradient effect

Now make another using #70f4f8 color

And #cbfdfe color

Keep the color #cbfdfe and draw a few angled lines like in my example

Merge all choice

Add blur effect on the lines layer

Apply radial blur

The result like this

Repeat latest steps and add more lights effect

Final background result

Find a cool looking fish, paste it and separate from the background using pen tool

Scale the fish to a good size

Make a bubble with pen tool, the explanation is bellow

Duplicate the bubble and make it varius sizes

Add the final shiny effect to the water background, use a shiny blue color #4ef1f8, make it as “Overlay” layer and set transparency to 75%
