Make Up Effect for the Face
First of all we need to make face skin softer. For this effect duplicate layer with Ctrl+D and apply Filter > Blur > Gaussian Blur with the next presets:
After that mess with the layer mode & opacity/fill. I tried Soft Light with opacity of 60%. Ok, now get out the Eraser Tool and make clear area out of face skin.

Ok, to begin you need to find a few photos to make composition by using it. First of all find the photo of the eye. Use Google Images or different stock photo resources. Open this file and duplicate the layer with Ctrl+J, then desaturate upper layer with Image > Adjustments > Desaturate (or use Ctrl+Shift+U):

In the beginning you should select the part of image what is above the water, then duplicate it and flip vertical. Then we will process copied part of image with some filters to get realistic view water reflection. Open file. First thing which you need to do is to unlock the background layer. To do this, double click on the “Background” layer and name it “Mouse”. Move layer a little bit upper, then create new layer under “Mouse” layer named “Background” and fill it with white color

Create Comic Strip Effect in Photoshop
Start by opening photo in Photoshop. Resize image to 669px width and 1000px height by going to Image > Image Size.
The picture should be black & white. Go to Image > Adjustments > Desaturate to convert color picture to monochrome.
